Description:The Hillsborough Area Regional Transit Authority (HART), a growing, innovative, quality and customer service-oriented Tampa Bay area transit agency, seeks a creative, motivated, talented individual with light rail and bus planning experience to round out its team. HART operates bus and paratransit transportation for Hillsborough County as well as operates the Tampa Historic Streetcar Line and works with other agencies in planning transit solutions for this rapidly expanding region.
Duties:This senior level position will be responsible for the following:

-Manages activities related to the federal New Starts process, including ridership estimation, user benefit calculation, project financial analysis and National Environmental Protection Act (NEPA) documentation. Coordinates closely with the Federal Transit Administration to obtain required approvals for major transit investments and seek funding.

-Develops and executes the agency’s strategic plan, works with other divisions to define strategic policy, directs and manages strategic planning processes and projects and prepares the agency’s ten year Transit Development Plan for submission to the Florida Department of Transportation (FDOT).

-Participates in the Hillsborough County Metropolitan Planning Organization’s cooperative planning process, coordinates the development and submission of transit needs and priorities for the preparation of the MPO Long Range Transportation Plan, works with MPO staff on obtaining funding for priority transit services and projects.

-Assists in the development of financial plans and participates in local governments’ comprehensive planning and development review processes

-Supervises consultant contracts, staff and manages project budgets and schedules.

The ideal candidate will:
• have specific knowledge of the methods and practices of transit planning and strategic analysis
• have experience in the FTA New Starts process and be capable of directing ridership estimation, user benefit calculation and project financial analysis
• possess strong analytic, organizational, and communication skills

Qualifications:Candidates shall have at least five years experience in transit planning and strategic analysis and a bachelor’s degree in Urban Planning, Transportation Engineering, Public Administration or a closely related field (or equivalent combination) along with supervisory/management experience.
